China's Non-Road Stage V Emission Standard for Tractors Will Be Fully Enforced in 2028

On June 18, 2026, the Ministry of Ecology and Environment of China issued Document No. HBBSZF〔2026〕17: the draft standard Limits and Measurement Methods of Pollutant Emissions from Non-Road Mobile Machinery and Their Engines (China Stage V), proposing nationwide full implementation of China Non-Road Stage V emission regulations around 2028.

All agricultural machinery including farm tractors and combine harvesters are covered under this new standard. All tractors with power above 19kW (26 HP) fall under mandatory emission supervision, greatly lowering the power threshold compared with the current China Stage IV standard launched in December 2022.

Aligned with EU Stage V and US EPA Tier4 Final, the China Stage V standard brings extremely strict emission limits: NOx emission limit drops by 80% vs Stage IV, while particulate matter (PM) emissions reduce by over 98%. All tractors above 19kW must be equipped with integrated SCR urea injection system, DPF diesel particulate filter and ASC aftertreatment system, plus mandatory real-time remote emission monitoring terminals. A new field operation cycle test is added to avoid unqualified tractors that only pass bench testing.

According to industry timeline forecast: the official Stage V national standard will be finalized by the end of 2026; tractor manufacturers will finish full machine certification throughout 2027; starting from 2028, production and sales of brand-new tractors failing to meet China Stage V will be banned in China's domestic market.
